Tournament Script

I need you to create a page with a tournament bracket like this: [login to view URL] Teamnames and logos should be pulled from a MySQL Database which will be filled manually but you need to create the tables etc. Visitors to the page should be able to click on the name or logo of the team they prefer and with this click give them their vote. After a Visitor has voted his IP should be blocked for 60 minutes. Each click/vote gives his team 1 point. Then I need another file which I will call every day at midnight server time and this file will first check if the time to vote is over. The end time for each round should be set in the database as well so this file needs to pull this information from the database. Then the file needs to check who won the round based on the votes. The winner moves on to the next round and the loser team is out. If it is a tie, the luck of the draw will decide and the script should just simply select a winner based on the 50/50 chance. After the last round is over the winner team should be listed. I need this done in original code, so no Wordpress or Joomla. Please ask if you have questions before you bid.
