Customized Video Widget

I need a talented programmer for a quick custom design of a video widget. I will need to put this on a personal website so that people can come and leave a video comment or message. The widget will have to do the following: 1. Detect camera settings on the user's computer (PC or MAC compatible) 2. Record at 30fps 3. Widget saves video in an ACCEPTABLE format (preferably .avi or .mp4) onto the web host I realize that [login to view URL] is a similar product, however I need a HARD copy of the recorded video comments / messages to be later played at a wedding.
