Control Panel/Registration System

Hello, We have a project that we're accepting bids for. This is full coding/programming work - we'll provide the html template for you to affix the code to- no design is necessary (atleast, if at all, very basic [tables, bold, italics, etc] - no photoshop). Here is what we are in need of: We need a system that will register users to our site (names, addresses, email, etc), take them to a page where they have to agree on our terms/policies, then it brings them to a payment page, which integrates our paypal shopping cart, where they pick their payment term (prepay 1 month, 3 monts, 6 months, 12 months) [we'll give you the links for each], then they are brought to paypal to pay, then brought back to the system where they enter their ebay ID and then are finished with the registration. The program then sets up a folder on the webserver in the main directory for their ebay ID ( such as [login to view URL]) and the index page then lists all of their current auctions. We'll provide the template (background of the page, but somehow, you've gota find a way to have it dynamic so each account has their own folder, and gets a page that lists their auctions. On the page, the top part of side panel will have a customer manager or something of that sort which allows customers to log-in and ask questions, etc. That will be run by PerlDesk or another script- you will not have to script that. The users will be able to log-into their control panel (which holds all of this stuff) and see when their account pre-payment is up, see how many times their page is accessed by people and log into their help desk (perl desk) to answer questions.
