3D parametric modeling - Google Earth API

Hi, I am an architect and am looking to employ a programmer for a 3D mapping project in Brisbane, Australia. Project Description: The project is to create a webpage using Google Earth API. The webpage will show a view of a location based on a street address input by a user. The user will be shown a 3D model of a maximum permitted volume for a building, for that address based on: - site boundary coordinates (corner markers of boundary polygon) - building set-backs (front, side and rear distances parallel to the property boundary) - roof line of 30degrees from a 7.5m eave height - building height (heights above the average contour height for the site). The site boundary, setbacks, height and site area will come from a mySQL database. For corner sites, triangular sites etc, the user will need to select which is the front and rear boundary. The building footprint area in square meters is to be calculated and check to be less than or equal to 50% of the site area. The code will need some built in logic, for example the rear boundary will be calculated based on the overall length of the site and maximum building length of 25m. NB: some sites will be non-orthogonal and require complex shapes. The volume should be true 3D able to be flown around and viewed from anywhere. I need this completed by end of April 2014.
