Ebay bot / powerseller contact software

I am wondering if someone can write a script or build a software that does the following: Go to [login to view URL], find sellers who are Powersellers ( or sellers who has 500+ feedbacks, or sellers who runs a web store), send a message (email) to those sellers. Other than [login to view URL], other popular sites featuring small mechants that sell products online could also work. The bottom line is, we want a bot that can help us find small online merchants/store owners online and send message to them. The sellers are merchants who sell multiple products online.
