Convert complex site into Magento, for UK cleint, needs new design integration - we provide the design

In general they are very unhappy about the look of their site but this is probably due to the fact that it was designed over 5 years ago. Most of the work is just a redesign, but they also want to radically change the way the pages are displayed and include the Pictograms as per the enclosed catalogue scan to offer a feature comparison matrix. They have now requested a quote for a site rebuild in Magento. The redesign will be built by the design agency who refer this work to me, and can be provided as either a PSD, or sliced to HTML with CSS, whichever you prefer. They are also unsure what payment provider they want and want us to give them the pros and cons of some typical ones. I have spoken to them about the idea of having the product pages as a tabbed format, with different tabs for basic product info, tech specs and manual/downloads and they seem to like this idea. I have also explained that the product data is better supplied in Excel or CSV format, but they other supplier does not seem to have explained the issues in using word, such as weird HTML and lack of relationships, so we will also need to cover this in detail. From a timescale point of view I would really need proposal ready with as much detail as possible by end of play today, so I can send to the client for Tuesday, can you do this? If you cannot do this do not bid, because this client usually gets projects within 2-3 weeks of a bid, and we need to be ready to roll. So, this project will likely get the go ahead in 2-3 weeks time, and we need to know the timeline and rates for doing this job ??" and split it down into itemized costings it helps me to write the proposal. Given the urgency of this, I am happy if you need to round up on prices and over estimate timelines, this project will got the coder who can demonstrate the right quality and experience, much more emphasis on this than on price.
