Modifications on PHP website

I have this website [login to view URL] and I would like 2 modifications/additions done to it. The website is a deal/product aggreggator, it reads one XML that contains all data for every category and automatically puts it in the correct categories. Its built on PHP and mySQL. The first will be to change the design, so I will offer you the current design in PSD form, so you can do a new one while keeping the same proportions, hopefully this will make slicing a bit easier. The second is that I want to create a newsletter feature. Currently, when a user visits the first time he sees a lightbox that lets him enter his email, city and deal preference (i.e. food, spa etc). This is already recorded in the database. I want a simple newsletter capability (I will send you a newsletter from a similar website so we will take the design from there) that will let me choose which city to send newsletter to (so all users with city = 1 will be selected), step 2 will be to select the dealsites which I will select with tickboxes, step 3 will be to show ALL deals that come from these dealsites (3 columns: column 1 will be the order in which they will appear in the newsletter, column 2 will be the dealsite, column 3 will be the full title of deal) so I can select with tickbox which deals I want to send. On the top of this page (step 3 page) will be the Email Subject field, where I will enter the subject. Step 4 will be the send feature. We will be using a cron job to let me select the time of day (and program it for the future) to send the newsletter. ################ EDIT: Please read advanced text box for info regarding the newsletter that I forgot to add before. ############### Feel free to ask me anything in advance. Obviously all source code will be given to you, however this will be setup as a completely new website, with new domain etc. ## Deliverables EDIT: I forgot to mention above that since we already record in the db what category of deals each visitor is interested in, after I choose the deals that I want to include in the newsletter, the newsletter system should then match the users with their categories, and only send them the deals that contain their prefered categories of deals. For example: I create a newsletter that contains 15 deals of restaurants, 5 hotels and 13 spa centers. user A has chosen to only receive restaurants and hotels, user B has chosen just spa. Therefore, user A should receive a newsletter containing 20 deals (restaurant category and hotel category) and user B should receive 13 deals (spa category). If you have an alternative way of doing this, please feel free to suggest me a solution! Also, if it is easier for you to full automate this feature without me creating newsletters, we could do it this way: I only select CITY and DEALSITE. Then system checks in the database, and automatically chooses the most recent entry of each category (this is provided in the XML) from each deal site, and creates the newsletters. Whatever the case, I'm open to suggestions about this matter.
