Mailing Site

I've put together a site to mail congressmen and senators... Version 1 sucked. I need a second generation now. Show me sites you might have done that have to do with people writing letters, faxes, phone calls, etc. This should be simple: Design me a menu system that allows people to : create a campaign create a topic (public or private) create a letter (public or private, based on topic, attached to campaign) when finished, create a mailing, allowing the user to pick fax #'s, addresses, etc from those available (I have all the contact info in a database table or 4 here...) When finished with grouping the mailing together, give the user a price ($1 / letter mailed, $.50 per letter faxed, $250 per letter hand delivered) and then hit them up for a paypal link, which I will give you the code for... After they pay, the admin will then run a job to group all their letters into a single PDF file, print that file, and mail it / fax it / hand deliver it. I can do all the PDF'ing... I just need the interface done in a better way than I have it ... Must be done in PHP / MySQL on Linux (Xampp) to match my webserver... Thanks!
