Extract Data From Secure PDF to CSV

I currently have a program (including source files) that converts data from an MS Word input file into a CSV export file. The input file format has changed from MS Word to a secure password-protected PDF file. The data format has remained the same. Is it possible to extract the data from a secure PDF file and export it into a CSV file? If it is possible, I can provide the source files from the original app for you to work with.
