Job matching website like Task Rabbit

I want to build a website similar to [login to view URL] without the online bidding system. It will be a job matching site with the jobseeker quotes being sent to the employer. I will also need a geographical option for the website in order to match the job seekers for the jobs that are area specific The most critical part of the site would be the review system for the jobseekers with a ranking system. The site would need to have facebook login function to allow easier logins. I would also need an easy way to administrate the site and make changes when necessary.
