Looking for Very Experienced PHP Coder with Experience with PHPList

Hello, We need a very experienced PHP coder who has experience with PHPList. For our project we need : A script to check email addresses of Orders and compare it to our Email List for that site. If the email address is not found then it would add it to the email list. It needs to auto-load the new list into PHPList and allow us to send email blasts out automatically. Communication is very important; this is one of many PHP projects, we are looking to outsource to the same individual. This is the most important point to us, quality communication.
