Advertisement Script

We need a php coder to produce a new dynamic web advertisement script. The system needs to be developed within a very limited time frame so please only bid on this if you are an EXTREMLY fast developer and most importantly will be able to maintain top quality development. Required completion date of 20th of march. Our server is running PHP version 4.3.10 and MySQL version 4.0.25-standard, the designed script must be able to run on that. The script needs to be capable of managing over 150 ad queues simultaneously while providing a full range of statistical features on members and there habits. The script should be able to accept both credit card and paypal payments from members. Will need to send out emails to members notifying them at key points in the systems process. The script needs full admin features to edit, modify delete users and their details, and likewise have an admin for the users themselves so they may check the progress of there advertisement campaign.
