Create a page/function for webapp

This is just a draft description, I will create a webapp with something like phonegap, in this app I will need a page connected to something like WordPress or a db or whatever is necessary to schedule reminders for out of date documents, like driving license and more. The user will register on the webapp, put the information with expire date of the selected documents and 30 days before the date either get a push notification, or an sms or a simple e-mail as a reminder of the document that is about to expire, Please don’t replay with a generic answer.
