Customise a Bootstrap template to specific needs -- 2

We have an existing Apache tomcat front end interface that communicates through HTTP commands with a server (back-end). This interface queries the backend server and the backend server returns XML files with the data. We want a new interface from scratch based on a Bootstrap model. The main Bootstrap template of interest is as follows: [login to view URL] The interface must have a login system (based on any technology of your choice, but preferrably SQL). There will be 4 tabs in total which are all based on displaying XML information sent by the backend. Strong skills in HTTP GET and POST commands are required, as well as in SMTP (for automatic emailing). XML and SQL skills are a requirement too. Users will be able to upload and download files to the server, hence some good FileSystem/FTP knowledge is recommended. There will obviously be Javascripts to be done in all tabs. The system is NOT JSON. This will be the beginning of a series of projects, given that we will need to expand to many more tabs and add more functionalities to the existing project.
