Eclipse Birt report set up with XAMP

I had some on load my birt reports on my server with XAMP and tomcat and it works but I know would like to try to write or change some reports and I do not see eclipse birt workbench on the server. I download the full version of eclipse and java is up to date but that is about as far as I am. I have the reverses issue on my other server as I can work with birt fine but do not see in my website and was working at one time tell database name changed.
