Joomla 3 site - error while opening custom modul

We have activate a new site on client hosting but some thigs are not good. Like some hosting parameters are not okey. 1. when we try to open global configuration we got bunch of errors - messed screen and you can't change anything (see attach) 2. when we try to open custom modul we got error like this: Fatal error: Call to undefined function mb_strtoupper() in /home/HIDENLINK/public_html/libraries/vendor/joomla/string/src/phputf8/mbstring/[login to view URL] on line 131 We believe this is some issue with hosting preferences and we need a person who can asap resolve it.
