Need PHP/Python Script Help

I have this requirement. I need to use Python to do a daily maintenance of a large DB with 100 MM numbers. I will provide detail procedure of the steps for the data maintenance. Then, I need to be able to do select of the 100MM numbers ( with index and all that ).  I need your help to hook up the number result to an existing PHP code for the next step in the handling.  The goal is to search the number from the number pool in matter of second and support multiple concurrent query. If DB can't support, maybe we can do a daily dump of the data in flat file and extract data with linux command. Then, I need to be able to search those number very quickly from the DB so you will need to do the query and the indexes setting. Then, from the numbers collect, you need to make a multi-threaded concurrent socket calls to send out those number on a 3000 call per second basis. This program is to run in Linux.
