Submit a Link Using Button

We have a form where we are saving the values in the form by hitting the submit button. During the submit process, along with saving the form data to the databse we now want to add a function where it will also insert values from the form into an existing http link and open a new window using the link at the same time. Task #1 - Insert Values into an http:// Link by querying 2 different tables in the database and pulling the information. The query must check to make sure the user doesn't already exist in the first table before it moves to task #2. Task #2 - Open new window with that link during the process of submitting the form without disturbing the saving of the form information.
