I did this before. The thing was "connect remotely", I used a RPI and a 4G USB modem do enable this. This was when 4G was just out somewhere in 2016. The solved the connectivity the rest was just programming. So it would remotely transmit a MP4 type streaming to the remote server. I did not write the software it was something that was available and opensource. If you are thinking of redesigning the hardware it would be alot of work. The problem I had was if it was a FAST changing video the data would increase and this created some delays/lag in the video.
