Fix Postback Payment System

We have a site that accepts payments using CCBILL as the payment processor. The way our site it configured is that a user must first sign up for a free account, and then be prompted to pay. Becasue of this we use CCBILL's postback method that sends our variables to CCBILL at the time of payment, and then writes back to our database so that the user has access. This was working previously, but we since moved hosting companies, and its now broken. Once they do become a paid member their username should display in our administration panel, like it did before.
