I write project scopes and proposal all the time for my construction business, and use a detailed format for each one, with inclusions, exclusions, and other general terms. I feel this experience will lend itself well to your project.
I have bid this exceedingly high due to the time commitment I know this will entail. It is worth far more than $150 just to listen to one recording, much less 7 hours worth. I would suggest perhaps using an hourly figure. I am happy to discuss the rate further, but only after a review of the work you specifically want.
