Basic Site Design/CSS

I am looking for someone proficient in HTML/CSS to create the layout for a website for a client of mine. I don't have the best eye for visual design, so I hope to find someone who is able to take care of this for me. I have a basic wireframe of the site already sketched up, and I've attached the basic drawing of the site. The only thing that I'd like to stay is the layout (organization) of the website. Colors and every other styling can (and should) be changed. Your design should follow all w3 standards, not use tables and be clean so I can set up my custom CMS very easily.
