Scratch game application

I need a complete scratch game application developed in ASP.NET + FLASH or Java... The users must register to play the games. Upon registration the users get one free scratch ticket... The application must contain a member system which handles credits. In order to earn credits, the users must refer new users or complete offers on the website. The offers are available to users when they are logged in... When clicking an offer, a new window opens... The URL for the offer contains a unique tracking link, which is used for call back to our server upon offer completion by an invisible image tag... When the offer is completed the number of credits defined for this offer is added to the members account. Admin must be able to create/edit/delete offers. The games should be developed in Flash. Admin must be able to create new games with custom graphics, defining an unlimited number of winning/loosing combinations each with a certain % chance of beeing scatched. Furthermore the admin must be able to assign a "credit cost" for one scratch. The games must communicate with the member system to remove the credits from the members account upon game completion. The main issues for this application is security and stability... We want a highly secure application, where cheating is impossible...
