Hello, I am a certified HTML / CSS web developer with years of experience in creaing email blasts in HTML (non-responsive) that are compatible with various email clients. From the design you have sent , since the text is behind a background image its best that the text along with the background image be a single image and also in a email blast its not recommended to have hover states as many email clients can't support them but the explore now button can be linked to your website.
