Adapt Android to run with the 3G USB GPS Cellular Dongle Option Icon 461

Hello to everyone, I would like to know if it possible to use all the features offered by the 3G USB GPS Cellular Dongle Option Icon 461 on Android. Can Android be adapted to recognize this dongle and are there some kind of applications to make and receive phone calls / surf the net / use the integrated gps with Android ? The idea is to buy a tablet equipped only with these basic features : a) touch screen 7" b) power circuitries and battery c) cpu ARM d) microsd e) usb host and client and use the missing features offered by this dongle with Android in some way.
