Wordpress Multi-Site Membership Management / Newsletter

I need a Wordpress expert to help in solving the following problem. I am helping an organization stand up a multi-site wordpress installation. The organization has both national and regional chapters. Members can join at either the national or regional level. Anyone who registers on a Chapter site is automatically a part of the National member list as well. We need to find a solution either with a Wordpress plugin or a 3rd party CRM that allows us to manage the different member lists at the national and chapter level, and give chapter leaders control over just their segment of the list. In addition, each chapter leader needs to be able to integrate with a newsletter / mailing list service that allows them to communicate with their regional members. I am looking for creative and (hopefully) inexpensive solutions to the problem. Any potential workers must be expert-level in Wordpress Multisite and member management solutions.
