430817 Google Translate API - htaccess

First and foremost, I want to make it clear that I am not very experienced with coding or anything too advanced. I am a minister at a church in Texas that is working to add some extra features to our website. We are looking for a freelancer that we can build a long-term relationship with in regards to editing and adding new features for our website. So here is our first project: We would like to have our church's website translated into all the languages that Google Translate offers. I was told that this can be done with simple .htaccess "rewrites". We don't want people to actually be taken away from our website and forwarded to Google's when the translation takes place. So, it is my understanding that all you would have to do is provide me with one .htaccess file to make this all work. Some of our pages are in "php" and some are in "html". If someone wants to translate our website they should simply have to add /fr/ (for French) or /es/ (for Spanish) or /en/ (for English) behind the URL and it should translate the website automatically for them while still keeping them on our main website. EXAMPLES: Our site in English - [login to view URL] Our site in Spanish - [login to view URL] Our site in French - [login to view URL] Once a user is in the French (for example) part of our website, all the pages they click on should also have the /fr/ so that they don't have to keep translating each page individually. I am not exactly sure how complicated this would be but we do only have a $230 budget for this. However, we do need this completed as quickly as possible. Also, I have seen that some people on ScriptLance make down payments or pay X amount upfront before they get their finished product. Due to our church's budget, we really cannot afford to do something like this. We can only pay after we get the file and make sure that it works on all parts of our website. I hope you understand.
